Went from getting gas to immediatly full speed while a very obvius Police Vehicle was sitting there.

Cannot say with certainty that this was baiting. Most likely wasn't. He wasn't reckless, he drove on green, he just accelerated a bit too fast.
Also insufficient evidence to indicate that he was evading, you were quite far from him most of the time - leeway to notice and realize you are after him and not just driving code 3 somewhere.
