Running from police as Citizen.

(kind of looks like he went on purpose into the ford)

Went from getting gas to immediatly full speed while a very obvius Police Vehicle was sitting there.

He was a Citizen, but we found his car abdanoed and he changed to Mechanic.

Denied.

Cannot say with certainty that this was baiting. Most likely wasn't. He wasn't reckless, he drove on green, he just accelerated a bit too fast.
Also insufficient evidence to indicate that he was evading, you were quite far from him most of the time - leeway to notice and realize you are after him and not just driving code 3 somewhere.
