It's impossible for every staff to have the same opinion and view on every single rule and situation that can occur ingame. 

When it's clear that the staff has different views or opinions on a rules, we put it to a discussion and vote. The most recent thread that was made for this purpose was regarding FearRP and if a knife should apply as FearRP to someone inside a vehicle. After some discussion and voting, we decided that FearRP should not apply to someone inside a vehicle (no exceptions to vehicles here, even if it has the roof down to keep it simple and to reduce greyzones). We're also currently discussing other rules, and if we should make alterations to them. 

It's impossible to get 22 staffmembers with administrative powers to have the exact same opinion about how to view a rule, but we do our best.

2.  How will the staff inactivity be dealt with? The staff are inactive most of the time, the moderators are more active than the admins/HR, I understand they have jobs and university for education however wouldn't it better to promote fresh new staff for more activity?  I mean if you're staff member obviously you have to be active in the servers to administrate because you're a staff member otherwise you should just resign. For example @Barkles  @Pinky are admins right, they play CS:GO most of the time so therefore they obviously have spare time to administrate LL as well however they are inactive. Barkles join LL and play for maybe 5-15 minutes then disconnect and won't be seen in LL for quiet a while. Pinky well he's more inactive than Barkles anyway.  So they should resign if they can't be bothered to administrate in LL anymore and they can play as much CS:GO as they please without having any power and position in LL that they don't even need.

Exactly this. It amazes me how inactive admins, who essentially have no idea what is going on in this community, are still able to have such a big say in everything. It's weird how admins that are further away from the community have ultimate rule over players that actually love and cherish this community here.

As I mentioned before. Changes will come to how our staff team works, resolving this issue.

Not sure if you commented on this yet, so I apologize if this is a repeat of another question. But when will staff start to take responsibility for their actions? Many AA cases with situations that would pretty blatantly result in punishment for a normal player only result in to a warning, or "We will speak with this person and ensure this never happens again". In my personal opinion staff members should be held to a high standard. Not receive less punishment than a player would purely because of their position.

Staff aren't untouchable, and that's something I've enforced since my early days as an SA, and there are many cases that proves this. As I believe is stated in this thread and other threads: HR has many ways on dealing with a staff-member, but the public will very rarely see punishments being carried out. It can be everything from a demotion, suspension, temporary or permanently removal of a certain power, last warnings, warnings, talks and etc. 

We're also in the middle of implementing a new staff-change that will give HR another way to punish staff-members. I will however not go into further detail about this at this time. What I can say though is that I'm sure the staff-team can testify that I can be a very strict asshole at times, as I sometimes have to be. Luckily this current staff-team is quite mature and I'm very proud of everyone on the team so it's a rare thing when we have to punish a staff-member. Staff-HR talks and punishments remain private between the staff in question and the HR member handling the case, so it's rare that the public finds out about this as I've already stated.

We have very high expectations of our staff-members and they're held to a very high standard. We're a lot stricter and more "anal" then how it used to be before a few years back. 

Staff-members are not players and they are dealt with differently as a player would be, but they rarely need more than one talk. They've spent many hours getting to where they are, and they all respect their rank and the work they do and have done to not throw it all away. When a staff-member has done something wrong, then they are brought in a chat with HR, and the incident is logged down for future reference if the issue arises again in the future. 

To sum up:

Players and staff-members are treated differently because they are different. This does however not mean that they are untouchable in any way, and they are often dealt with more strictly than a player would in a situation. Being a staff-member isn't easy. They invest a lot of hours of voluntary work only to be yelled at by someone as myself when they do something wrong. It's not easy being a staff-member and it's easy to make mistakes. We're all human and we all get reckless after spending a few thousand hours doing the same work. They are expected to handle every situation with a player as fair as possible, and they need to nail it every time. We can't always get it right however. We are always trying to improve, but we all make mistakes; myself included and I rely on the staff-team to let me know when I do something that might not be right, and they expect me to do the same to them.

I hope this answers your question, Lemon. It's a tough one to explain to a player, but I hope I did a decent job shedding some light on it.

When the change has been implemented, then I'll write a short announcement that will announce and explain the change, why it was made and how we believe it will benefit Limelight.

It's not a drastic change by any means, but it does change how the staff-team operates a bit.

For the past years as staff and before that when i left high school ive been without a job aka why i could pull easy a 100 hours on LL and gmod in general.
But 2-3 months ago i got myself a job. witch takes alot of my spare time yes i could use those on the live servers but i havent witch i deeply deeply apoligize in stead ive been using my spare time to CS.
Ill do my best to stick araound and remain active on the servers.

Obviously I'm not staff, but I'd just like to comment on a few things.

4. Are the HR aware of BlackDog's actions and reputation? Every person that I know and met in FL and LL dislike BlackDog, some of them hate him in extreme levels, I mean there's a good reason why I hear a lot of a lot of people talking behind his back even by his own fellow staff and former staff and some people create groups just for the sole purpose to fight against FUMUKU.

2) As for Blackdog, I cannot say anything about him nor any other staff-member unless they do so themselves. I don't discuss or talk about any staff-cases in public as they are kept private between me and the staff-member in question. What I can say though is that we're constantly addressing issues internally on how we can improve ourselves as a team, behaviour-wise, rule-wise etc. We take the public's concerns seriously and we the HR team talk to staff-members when problems arise. Most of the things we do (punishments, HR talks, discussions) are internal and won't be visible to the public. I can assure you though that we try to address issues as they arise to the best of our capabilities.

6. What is going on with the Stock Exchange? It was like the best addition to LL that I've seen, however it's down for very long time. Was it shut down?

On the ECSE topic:
When I first started the project I wasn't good enough to re-design the entire front-end of it, I just decided to re-do the back-end from complete scratch not a single bit of code was re-used, in total this was near 100 files of code some of these files going over a thousand lines of code due to the sheer size of what ECSE needs to be, I know quite often people are getting tired of me/other saying "It's in the works" but I'd rather release a full polished project then something that is rushed and don't get me wrong,  I do appreciate you guys for waiting.

But why is he struggling and not getting help by his other fellow developers? As a team, you should all be working together and help each other, simple as that. PaulB is a good addition to the team and a good person, I know him for a long time but from what I've understood from PaulB is that he's struggling and doing it by himself considering he said " When I first started the project I wasn't good enough to re-design the entire front-end of it" and "I just decided to re-do the back-end from complete scratch not a single bit of code was re-used, in total this was near 100 files of code some of these files going over a thousand lines of code due to the sheer size of what ECSE needs to be"
Why is that? Does he get help by his fellow contributors/developers? Or he does get help but his team is struggling because of lack of communication between the contributors and developers? Or is it just that the team are not good enough in developing? There's 4 contributors, 7 developers, Faustie and Temar, 1 out of 13 is struggling, where is the other 12 of his team to assist him? I am asking these questions as I don't understand what's going on with all the contributors and developing team.

And that question is different than mine since mine has more details and information about BlackDog and I even said as an addition to my question: "I mean there's a good reason why I hear a lot of a lot of people talking behind his back even by his own fellow staff and former staff and some people create groups just for the sole purpose to fight against FUMUKU." which this means that even his own colleagues in the team that suppose to work together as a team and be comfortable with each other, but they dislike him instead. How can a "team" be like this? It's not a team to me, it looks like the team are all split into groups that one dislike one another. There's a lot more people that dislike him in other communities, countless of people, there's a good reason why people dislike and hate him since he has a reputation of him manipulating the rules for his own interests for his clan or his friends or for himself and corruption and he cries whenever FUMUKU loses something. This is the reputation that I am talking about,  why a lot of people along with the staff and former staff dislike him and talks behind his back in a bad way that I cba naming all the countless names of the people as it is a long list.

You don't have to apologize Marius, you can play CS as much as you please. There's a good a reason why you played CS:GO instead of administrating and playing LL because you enjoyed it and had fun with it more than LL so therefore it's reasonble why you rather play CS, which I can relate to you as I personally stopped playing LL because it got boring and all the fun that was in it is gone. So if you don't want to play LL now can go ahead watch Netflix or play CS.

Personally I think this community should expand more than just being a Garry's Mod server. With the right investment and the right decisions, the community should grow in the long term if it's in the right path.

I'll answer this bit:
I do indeed get help by fellow contributors/developers no one knows everything, communication has improved drastically over the last few months however simply no one at the time knew front end development except Noble who left and at this time I realised I had to quickly learn and become good at it, I believe at that moment of time I was one of the only one's focused on web development rather than in-game development (which is a good thing).

With the new development of ECSE I couldn't of done it without @Bambo a mod and a contributor graphic designer, he has designed the entire concept for the new ECSE (something that I am not good at all - concept art/graphics).

I'd also like to point out that the other people you have mentioned do a incredible amount of work, you may not see it but they are also extremely busy and have projects of their own to do.
