Alright, if you head to your Garry's Mod directory, you should see a file called FactoryReset-GMod.bat

Please run this file.

It'll get rid of some of your stuff, but I'm unsure if it'll require you to redownload content and the map.

Ran This file and my game stil locks up on downloading maps/RP_EvoCty_v4b1.nav

I was looking at a previous answered thread in the archive and I have a solution you can try.

Firstly, download the map from here:

Place it in the folder \common\GarrysMod\garrysmod\maps

Then, unsubscribe from all of your addons and then delete them from \common\GarrysMod\garrysmod\addons

I was looking through the comments and was wondering if you would be able to supply us with a new list of things that are going on when attempting to join.

Is it when the server is downloading the map file?

So, you should now have no addons and the map file should be in your map folder. Correct?

Yeah still locks and i have to restart when it starts to download this .nav file

Glad to hear that your issue was fixed. This thread will be closed and moved to the archive.

Summary
The user was not able to load into the server due to their game freezing.
The user was suggested to adjust their GMOD settings as well as remove all addons except those needed on Limelight.
The user was then directed to try connecting with windowed mode active, this did not solve the issue.
Next, they were told to run the FactoryReset-GMod.bat file in their GMOD directory. Instead, the user's game froze upon downloading the map.
Finally, the user was directed to download the map and textures from the workshop. At this point, the user's game appeared to work.
