Does fearrp apply when you're driving and for example you go into a spike strip and that slows you down to like 20 mph but you're still driving while someone has you under gp

There would be no point in spike strips if they didn't put you under FearRP. Also it's nowhere near 20mph, spike strips slow you down to a really slow speed.

20mph is an exaggeration. If you've hit spikes then you're no longer moving fast enough to avoid being placed under gunpoint.
