Can I buy membership with Steam items? I have 20 euros in my Steam wallet and i dont have Paypal (I have Visa but not enough money in it)

Sadly, No.

You can only purchase membership and moneypacks from transactions via Paypal. There is usually no exceptions for things like this as it is generally hard to "log" such a transcation. I will leave this thread open however for an Administrator or @Temar to comment on about purchasing at LimeLight.
