You can make a gun shop, which you can sell guns and ammunations etc. to people yes. Be sure to make it according to the rules though.

Also, you can make one but sometimes President's ban them or they request licenses for them, you will need to sell guns under the radar, like a black market dealer does if they are banned or you don't want to get a license. You can get a license in that scenario by having a meeting with the president.
