It probably is a bug, I haven't seen the code obviously but they're probably checking if the player is in a police vehicle before displaying the laptop. Technically speaking, the passenger is in a different vehicle (I believe it's a seat) so the same check does not work. It would be easily missed during bug testing because the GM automatically puts you in the driver seat and they have the VCMod seat switch keys disabled.

Yes, it's a bug, it's intended that passengers can access the database too.

I can't remember if it was Mathias or myself that added this check but as Goigle explained, it's only checking driver and not passengers (which we completely forgot about).
