I was one of the witnesses (You can see me as one of the players in the background. The other one was Razz I think) and I can confirm that he did indeed begin shooting the officers when he turned around for a second.

I can upload my POV as on my screen my gun was out as he turned, there may be a timeing issue on one of us. And if needed i can upload.   

I know this may not count but i showed rocket the video on my POV and he said it's not fear rp.

 Also if you look at the police sirens he made the video go faster as the sirens increase  in speed i have a Ex admin  Who agrees and a player who i will not say the name of. Now give me a sec to get the video up.

Okay, so since I was in the recording watching the whole situation happen I feel that I am permitted to make a comment however I will remove it if I am incorrect.

I believe that the video timing has been altered at the point where Donut turns around, the police lights seem to flicker much faster than they originally were when he turns back to face Ocelot (Note: The sound from the video has been removed right before it all went down, giving more reason to believe that the video was altered before upload.)

Another thing to keep in mind is the fact that the weapon is glitched on Ocelot's playermodel meaning he could have had it equipped out earlier than the video shows.

I hear myself, I guess everyone who hears me would know that it's my normal speed of voice, I'd say it wasn't sped up at all, I mean, he turned round back to you before you pulled it out.

On both videos the police officer had his gun out and pointed it atleast once to him, when he still turns around the fearRP still counts all what i saw when the officer turned he took his gun out and shoot him while he turned.

Yes because on his POV it takes him a sec to see me pull the gun. But if you look at mine you will see that ipulled the gun out as he turned.

ok so IF you are saying that fearRP does not apply, what still stands is why you killed me in public area

Please state the rule which states that public shootouts are prohibited? I have witnessed many in my time on CityRP and never once seen a punishment issued, you should have read the rules yourself before posting this PR.
