Okay so, I waited 2 weeks before posting this, testing every day to see if it was just a problem on my side, but after 14 days of continuous testing, I've discovered that every time I try to steal from a police vehicle, I receive a script error. Now, I don't know whether this is just my problem or everyone has this situation, but its starting to really annoy me, because no matter how many times I try, I can't even get a broken lockpick out of it, let alone a spare pack of 9x19 parabellum or a stolen police vest. 

Please comment if you've had this same problem.

Client side for sure, never had this issue. Just restart your game a few times, not too sure how it could be fixed.

I wish it was that simple man, I've reinstalled the game twice and still no change, I guess the thug life didn't chose me.

I can confirm this IS a bug and a server sided one. We will look into it asap.
