Title: Ladder Tool

Description:
Add the Ladder Tool addon, found in the workshop.

How should this be implemented?:
I think it is self-explanatory.

Why?:
After the Elevator Tool, this would be another great tool to help make building
faster for both pros and newbie players.

You could technicly use "gear" props to reach the same affect as a ladder would do. Yet a ladder would stop you from wasting props on it.

Ladders for firefighters would be a huge win during those massive building fires.
