Dependent on what extent you wish this feature to have an effect on the playerbase, is what rewards you give.

Small cash bonuses of 5grand will make very little difference to the majority of players, and as such is not likely to motivate them to utilise the feature.

Rewards should be in your face, unique and otherwise unaquireable, and this would mean the feature would be heavily utilised. Things like unique vehicles, a unique skin/suit, access to a restricted tool etc.

There's no point adding the small incentives;

My opionion of what would be better, and I believe someone may have mentioned it, is the 'token' idea. Each time you invite a player to join an empty server, and they both play for atleast 30 minutes, each player gets 1 token.

Each time you invite a brand new player to the server, and they gain 5 hours, each player gains 20 tokens
Each time a player you invited gets up to 100 hours on the server, you receive 50 tokens.

At 100 tokens, one may buy a unique vehicle
At 50 tokens a new/unique suit be unlocked
At 5 tokens you can have a 300% salary bonus for 2 hours etc.

The point is the rewards are the sole motivator for making this system works. Think it's unfair? Get off your arses and invite other players then!
