I wasnt baiting, you guys were already in persuit. Im not sure about the game mechanic, Ive been told before this is OK to drive the swat van by Night. I also DIDNT have the job title of civillian, it was changed

Yeah this is my point. That was within regards to jobtitle citizen. This time I amde sure my job title was 'Thug - Demoted SWAT'. Therefore I assumed that was the reasonable reason. Maybe I missinturpreted your message on discord since we were discussing job titles. Sorry if I did.
