From the console images, I see that he mostly said it in-character chat. 

Although they appear to be OOC, for example him asking what Leon has and so on.

Is there any evidence regarding him going VP to have his friend released?

I've done extensive digging over the last couple of days.

I see that you and Leon have handcuffed MaceBlacku more than once after your demotions. Can you please explain why that happened?

He Was Randomly Demoteing Us For Doing Stuff Like Stoping Him Leting His Frends Out Of Jail

The reason for denial of the PR is as follows,

After a long investigation, although MaceBlacku had done questionable actions, the actions of Leon and Riggs were deemed Backseat Administration and powergaming.

Explaining the Backseat Administration and powergaming part;
Leon and Riggs detained MaceBlacku after being demoted by going SWAT. They did so because they believed they were being randomly demoted and that MaceBlacku was doing wrong.

We could not find any evidence of MaceBlacku freeing his friends, as it was claimed he was.

MaceBlacku will get a permanent warning on disconnecting to avoid, due to the questionable actions by his detainers. Although he might've been facing an unfair situation, he shouldn't have disconnected.

MaceBlacku, also please do not continue to pressure people to talk about things they clearly do not want to, adding onto that, I believe that was one of the reason of one detainment done by Leon, but due to lack of evidence we can not investigate that further.

@Riggs in the future be sure to gather evidence when you believe there is wrong doing and before you act on it in-game by detaining.
