Explain your suggestion, in detail

So, this will effect all supervising positions (Fire Chief, Police Sgt, SWAT Sgt, and Secret Service agents (With no real leader, but they would all have this power))

1. Government Vehicles no longer cost money, but are a small fee to spawn in (And REP's depending on the vehicle, Ex. the Bearcat). They can be spawned from a decorated (with props boi) NPC somewhere in the RPD (most likely at the front desk or armory).

2. Supervisors will have the option to use a /customize sort of command by clicking on the same NPC and choosing an option called "Vehicle Management" (or similar). From here they can choose a livery or a solid color, the type of cars they will allow the subordinates to choose from (So 2 Tahoes, 3 Tauruses, 5 Crown Vics, and 3 FPIU's for example. REP and Membership locked vehicles will always be available) which will be referred to as the "pool", light configurations and sirens for the car(s) of their subordinates, and any options they would like to be available to by changed by their subordinates (preset chosen amount of lighters, different sirens, etc).

3.Once the vehicle is spawned in by a subordinate, the vehicle is given the player's current ID number as a callsign (which can be tied into Photon's system to add these to the actual car. This also could mitigate meta gaming as the vehicle will no longer say the player's name, but its callsign and that it's a government vehicle) and a random license plate. Why a random license plate and not the owner's usual one? Because this vehicle is technically not theirs. Due to it being government property, players can still spawn in their own civilian car for unmarked or marked work. 

4. When they wish to return the vehicle, they simply park it in the RPD Garage, talk to the NPC and ask to store it back to the "pool" of the RPD vehicles for future use by other subordinates. At that point, 2 things will happen:
 1. The vehicle is stowed and no extra fees are issued.
 2. The NPC tells the player the vehicle is too damaged to take back and needs to be repaired (40% or lower). They can then either get the vehicle repaired by the NPC for a hefty cost, or repair it like normal via a Mechanic or Gas Station.

Explain why the suggestion should be implemented:

Personally I feel this is a better way to organize the government's look and give the supervisors a bigger sense of power. Not to mention it allows a little more "realism" without people getting to mad and screaming "This isn't Serious RP rrrrreeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeee!!!!!!!!!!!!!!!!!!"

+support as I'd love these changes and it would make it a bit more realistic aswell.

However I feel like this will get some -supports from within the community aswell, as this would obstruct many of them in their freedom and choice of what vehicle they want to use.
Of course there are already some Police Sergeant players around who demote people that do not use the vehicle the Sergeant wants and stuff, but most of them don't.
And I think many people will dislike it already.

Nevertheless I'd like to see this implemented, maybe with an option that says "Free Choice" or smth, so everyone can use whatever vehicle and setup they want if the Sergeant wants to go this way.

What would you suggest? I never saw a problem with the use of NPC’s. I DO have a problem that we have a guy who stands on a grass plain near the industrial area just buying logs of wood off others. Would be nice to have a little hut or soemthing for him.

That's what I was hoping for. For some reason, some players have a negative opinion about using NPC's for anything and I never understood it. We have one that buys weed, one that buys meth, and one that buys wood. We could expand with NPC's to having a presidential consultant where new players can goto ask questions for the basics on being a president, or putting a little clerk in the bank to store some of your items for another time.

But then players can't access the usual bank inventory. Would it really be that bad to have a bank clerk NPC in the last spot when you have 4 more? I mean, it wouldn't be in the way. And it wouldn't be a big deal if he was there. More over it's the only location of the item, so you would also see more traffic in the building. Leading to your RP gaining more attention.

Why not have both? A bank clerk NPC there 24/7 that takes a fee when storing items when player bank clerks are present. It ain't bad to have both. It would literally be just easier to keep it there.
