Part of a professional attitude is remaining impartial and preventing your own emotions from influencing your decisions though.

From what I've seen, a lot of people may make good players because their emotions don't lead them so far as to breaking rules. However, it's a lot easier for an unfit staff member to let their emotions change their decisions with regards to player punishments, for example.

I believe this is the reason why a lot of popular teacher applicants have been denied thus far; it's a completely different playing field to go from a regular player, who only needs to ensure that they don't break rules (most of which are common sense), to somebody in a position of power and responsibility.

Things aren't getting any better, either. The average age of the community is dropping significantly over time, and this means there are less mature candidates for these positions.

I 100% agree with Vauld. A community "leader" is necessary to moving this server forward. All of the superadmins are busy with other things, and as of right now our developers don't seem to be working towards a common goal other than adding more content. Perhaps another superadmin, one solely devoted to long-term planning and oversight, would immensely help the community. They would create a plan for the community, which would then be approved either by Temar, the superadmins, or the staff team as a whole. This would give the developers a direction, and something to work towards. (Perhaps overhauling the game mode and improving performance?)

As for issues with a lack of staff, open up applications. There would be a large influx of initial applicants, sure, but it would eventually slow down. The process would probably require a written application, a recommendation from someone on the staff team, and an interview with someone from HR. After this, they would be moderator stage 1, and they would be under close supervision. If they perform well, they are promoted to stage 2. If not, then they are demoted. Simple as that. This prevents a number of problems, such as one clan taking over the entire staff team or a lack of staff. Just my opinion, but I think it could work.

Honestly, applications aren’t a bad route. Just put some requirements, have a staff member vouch for you before hand, have an interview, and boom. Done. If he fucks up, demote him.

They are working on projects? The most recent release was the Vadar and Goigle's updated license plates. The panic button by Stell90 and so on.

As you and I both know Goigle is an incredibly experienced coder, so why is he working on such small changes?

I think staff activity is becoming a big problem again. Today (Saturday) from 12:00 - 18:00 a total of two staff members were online, for a couple of hours maximum. During this time we had: Proppushing, Rope Spam, Mass RDM as well as the usual continuous minor rule breakage such as FearRP and NLR breakages.

I believe during this time members of the Teacher Team did attempt to request staff to come online but to no avail, despite several administrators being online or playing other games.

I don't think that some of the below activity numbers are really acceptable. Over 50% of the Admin team have less than 6 hours over a two week period. This means that one half of the team is doing most of the work.

85 hours on other games with less than 5 on the server? 74 hours in other games with less than 3 on the server? How can a HR team with less than 6 hours combined the server enforce staff activity? How can a member of staff with less than 3 hours in 2 weeks be a "Clan Officer & Teacher Liaison"? 

Statistics
These statistics are Steam statistics and are not server based, only Gmod based and do not include non-Steam games played. 
The actual time spent on the LL servers maybe be considerably less but never more.
