Start ingoring the whole criminal vs cop thing and make more updates focused around improving passive rp

A map change does nothing. You may like how it looks, but it doesn't change a thing. You're going to have the exact same experience on Evocity as you do on TrueNorth: gunfights, car chases, raiding bases, and driving around as you wait for something to happen.

Do you see GTA changing or adding maps all the time? No. Why is that? The devs are smart and they know that building up a map, filling it with more and more stuff to do, is better than just changing it.

To put it in the simplest analogy: if you take your car and repaint it to another colour, it may look pretty and new for a bit, but you still have the same old car.

Map changes do nothing. We need to start adding new things to fill the map rather than switching all the damn time.

Half of what you suggested is going to kill FPS on lower/mid end computers.

There is a reason development choose Photon over VCMod and there is a reason Day/Night Circle was removed.

Kill fps?

FL is having double the content we have whilst using vcmod and atmos/stormfox. The fps on FL are pretty good compared to the fps here despite the points I've mentioned before.

The Day/Night Circle which is missing is destroying roleplay since years now.

Don't compare Limelight and Fearless, at this point while at their core they might be similar, both servers had the gamemode re-written up to a point and developed differently for the last 4 years. 

Limelight had 2 huge vehicle updates, changed to CW2 weapons and introduced a load of things that drop FPS.

The lack of the Day/Night hasn't killed RP, what it has done is to reduce the immersion of the gamemode, something that had to be sacrificed for FPS.

I believe that development should have their priorities set as follows:
1) Ability for all users to join the gamemode quickly and easily. (Which with the removal of FastDL and optimization has achieved up to a point.)
2) Ability for all users to have playable FPS in general gameplay so as they can enjoy playing (15-20 FPS at least even for lower end computers)
3) Improving and adding roleplay tools.

Ehhh, not really.

The weather and what not is a nice touch but LL lacks alot of more in depth systems to keep people around.
I would like to see more criminal clans, currently its literally just 3 people against the pd zerg (that literally gets guns and armor for like 2k). Back in 2015/16 there used to but a lot more going on.

I wish vital shots actually counted, right now its literally whoever shoots first wins. Make headshots an insta-kill, bodyshots 4-5 hits, limbs 6-7 hits

The prime reason I find that LL's criminal groups have been drying up, is because people are more or less afraid their IC actions will be dealt with OOC and result in punishment or a forced stop, even if no rules have been violated.

I know thats why I more or less gave up combat entirely on LL, for criminal purposes or lawfull purposes, every time I would try it, your actions are scrutinized under a microscope for any potential infraction or the potential that an infraction COULD have taken place, even though it did not.

You want to RP a mob or crime group and extort money from shopkeeps? Be warry, as your actions will be hyper analyzed, and you will be judged in 20x20 hindsight for what occurs when you try, rather than by what can reasonably be expected by players at the moment it happened.

Though ironicly, if you want to break into a shop, house or what have you, get the owner at gunpoint outside and demand that he open the door, should they refuse, you have approval to gun them down immediately, as perceived fearRP infractions have been deemed an acceptable kill reason so long as you are not on the police force.

On the point of "Whoever shoots first wins", its odd that you want headshots to be instant kill, but then also dont like how whoever shoots first wins.

These are counter points that dont mesh well, you either want drawn out firefights, or you want quick firefights.

FACTS!
- Fewer Rules over RP situations

- More in depth systems that allow for stuff other than Cops vs Robbers

- Turn into a gaming community instade of only Gmod City RP


EDIT: My main issue is the bolded. Unfortunately staff and players alike take rules over RP. This is especially a problem with criminal RP as they have so few things to do already that they'll eventually lead to Aggressive RP. Maybe instead of seeing a shootout and thinking "Oh, that violated LL Rules and Guidelines Section 32 Sub-Section C", move to "Oh a firefight. Let me observe and see how it plays out. Sure that player randomly tranqued an officer, but now it has turned into an interesting Hostage RP"

Sadly with the player side of this we just need to stop punishing players for minor offenses such as Fearp (Ex. Someone breaks Fearp but still gets arrested), Contrawhoring without correct job title, etc. Maybe then there will be less of a witch hunt.
