How man different kinds of Rep's are there?
I only know two so far: Normal Rep(?) and Government Rep(?)

And how can i see how man normal repos or Government reps (...) someone has?
And how do I earn them? By RP'ing? (well guess so duh)

As far as I know there's
- Government Rep (Pres, swat etc)
-General Rep (Gundealer, doctor, normal RP)
-Underground rep (BMD/Anarchist, corleone)
You can only see how many reps someone has, but not what for.
To obtain reps you have to RP (as you said) however you need to make use of /me, /it and try and make your RP different, but realistic. Also interact with the players properly

Examples:
(/me)stretches out his hand and takes the rusty copper coins from the customers hand
Note: Remove the brackets as I've had to place them in as the forumRP changes it to
* Mustang stretches out his hand and takes the rusty copper coins from the customers hand.
/it As the coins are seen dropping into the till slots there's a small pinging noise.
Interaction with customers:
"Hello, sir/madam. Nice to see you, how can I help you?"
These are just examples, I'm sure you can expand on it yourself and think of some other stuff.
