This is great. Yet another addition that will aid in the safety and security of all involved. The Medics and Firefighters will be able to operate much quicker with this feature on your person.

Not sure how I feel about this. With this price almost everyone would use this all the time. Either increase the price and/or make it single use.

And why would it be such a bad thing if everyone used this?

Dunno. I still feel like the most common way would be if someone phoned 911 when they see an accident, like in real life.

I guess you are right in that regard but I don't think it's a problem. Phoning 911 doesn't really have any RP benefit besides realism, often you just call the paramedics to a location and keep going with what you were doing. And if nobody saw your body you just lay there for a long time.

In regards to realism... there is a few things I'd like to point out.

This is a semi-serious world that we live in. If you saw a person laying in the middle of the road in real life you wouldn't really just drive around them or... over them and carry on like nothing happened. It is a common sight in EvoCity.

Also, the entire city consists of 60 citizens. When normally a city this size is in the 10s of thousands. If you got hurt on the street, there would be a very good chance that someone would spot you in this city. But, since we really only have 60, your chances are far fewer. This device can fill in for the missing 9k+ of people that could call 9-11 for you.

As for real life, in the case of vehicle accidents, many newerish cars have collision services that detect when an accident occurs and send a signal to the company that something went wrong. They'll call the driver and if there is no response will call 911 for them.
