This may not be something I know a lot of but either join with Models set as High. If that doesn't then verify cache and try joining again. If that doesn't then re-install all content packs and maps etc.

Verifying now, models didn't work. I've been trying to get more active across limelight and i got screwed over on rockford by map problems, so I've been trying to get on evocity.

I have this problem also, I get around it by first starting a local server (sandbox or w.e) then connect and it works fine. Though, this doesnt work for everyone it seems
