Suggestion for in game

In detail, explain your suggestion: Don't allow people to handcuff/hostage rope people who have weapons out.

Why should this be implemented? If someone has a gun out, you should not be able to just walk up and handcuff/hostage rope them. To do so would probably require FearRP to be broken. I had a guy at gunpoint, and his response was to change to his hostage rope and tie me up. Luckily my backup arrived just then, but it shouldn't be able to happen in the first place.

+Support, you already can't Tazer someone who has a lethal weapon out. You shouldn't be able to handcuff or hostage rope them either.

I've always thought of it as disarming them and then cuffing them in the same action, but +support
