I really don't want to be bothered into doing IRS CI's(Criminal Investigation) job and hunting down tax evaders, when I am trying to be a police officer. Huge waste of time and resources. No one will opt to pay their taxes, and police officers will likely be forced into shootouts/chases/a combination of the two every other minute.

This. This is the easiest way to get raided by the cops, just dont pay your taxes.
People will get in their base, disable taxes and start taunting the cops to raid them.

I like the overall idea and a tax higher than 20% should be doable imo.
