I don't know if everyone has this issue while in the city, but I'm getting 20-15 FPS. 
Sum specs:
Le graphics card: AMD Radeon R9 200 Series
Le processor: AMD FX - 6300 Six-Core Processor 3.50 GHz
Le 8 gigs of ze RAM
Le windows 8 installed on ze PC

My friend is APPARENTLY (i think mayb lies) getting 40 FPS while in the city. He has every option on high (Textures, Models) and still says he's getting that much FPS. Anything i can do to boost ze FPS? It's really bad. Even when out of the city it's only at 20 FPS.

Changing your specs will help very little, it's just 33x is very poorly optimized so you will always have low fps

Same here. Most people get low fps. No matter how beastly your pc is.

I can run fallout 4, GTA V on highest specs and i still get low fps on v33x.
It's all because of the map
