Description: Stamina doesn't recover in vehicles, and you can only brake when you have stamina.
Bug is [In-Game/On Forums/Other]: In-game.
Since when have you experienced the bug? Not sure, quite recently I believe.
Additional Information: I believe this is because braking is initiated by jumping whilst sitting, but I'm not too sure exactly.

Can confirm that @Dan and I had the same issue of stamina not regaining whilst using a vehicle, too. Though, I have not encountered the whole ''cannot brake'' issue yet, thankfully.

I had same, couldn't brake and it didnt regenerate
