In detail, explain your suggestion: Fix the wig wag headlights on the Chargers

Why should this be implemented?
1. Cars with projector headlights cannot wig wag in the first place
2. It is using the wrong photon setting. It should have a rotation (instead of the rotation set to R) and then make it a pulsing light. I can provide an example if needed.
