The new dresses misses the SELL/GIVE/DROP buttons, so u cannot sell nor give them.

If you mean the military clothing, then this isn't a bug. Correct me if I am wrong, but I believe that was put in place to prevent people who have the donator perk selling them to those that do not. In other words, it is to prevent people without the donation perk required from getting the item from another source.

As for the "Sell" option, I don't know about that. It might be a bug, or they might be intended to be bought once and kept permanently. I don't know.
