Description:
Players who don't have 3 REPs are able to purchase the Fire Chief's Crown Victoria that requires 3 REPs. This was something added to most REP required items time ago.

Bug observed since:
Today

Steps to Reproduce:
  1. Have less than 3 REPs
  2. Go into the Market
  3. Press Purchase

Probably comes from the weapons, where the person without REP needs to buy them, so the restriction is on use.
Perhaps adding an item flag for REP Purchasable?

Can confirm that the restriction is on Use

you have always been able to purchase both battalion vehicles while not having the required reps

but then your not able to use them until the REP's have been acquired

as i did this with my crown vic on true north 

i bought it when i had enough money, then waited until i had enough REP's to be able to use it
