Description: The bar that appears above your post which allows you to bold, italic, underline, strike-through, add images and etc has disappeared.
Bug observed since: Today.

Steps to Reproduce: Try to make a post, you won't see the bar. The red box highlights where the bar is supposed to be.

Currently post options are always affected when the blog is offline.
