In regards to the execution part of the video there was no rule break by the player. Execution rules only apply to government forces under 11.7 and criminal players are allowed to execute a player if it's not breaking rules such as FailRP.

As for insulting a player via OOC that's a bit unacceptable and a misuse of OOC. You have enough time on the server to understand what's expected of you and have prior blacklists for misuse of OOC channels with one being for OOC disrespect in 04/2019. You'll be receiving a 2 hour blacklist from OOC for player disrespect and please understand that while sometimes events on the server can be frustrating there is no reason to take events out of character.
