Description: The restrictions on use of ELS on civilian vehicles for SWAT were removed in Revision 11651. Since then you can put ELS on civilian vehicles as SWAT however when you enter the vehicle the car itself despawns.
Bug observed since: Since revision 11651

Steps to Reproduce: Spawn an ELS compatible civilian vehicle as SWAT, put R/B ELS on it. Enter the drivers seat and watch as your car magically disappears.
