Explain your suggestion, in detail:
When you are injured and you are presented with option to die, this can take awhile or not if no paramedics are on
this option will instead have a chance of recovery, instead of instant death
chance will depend on factors like how you got injured and your current HP, so heals from a cop with no paramedic will increase chance
if success you will revive with very low HP, if fail you die

Explain why the suggestion should be implemented:
at the moment there isn't really a solution for no paramedics or if no 1 even knows your injured
and often people call to staff to help when this shouldn't be a thing
but i understand there isn't an option and you don't want to die.

There are low chances sadly enough, but in terms of in-game, it could provide a useful alternative.

I still think we should have AED/defib type SWEPs, not only for the Fire Dept. and the PD, but of course for the paramedics too.

While I personally have no clue on how to program things I think I speak for many of us with a medical background that we would be willing to help provide insight to our professions to better the EMS / Fire roles.
