You were allowed to kill suspects if you had a IC reason to. The “can’t harm unarmed subjects” wasn’t there. There also wasn’t a rule that required staff approval to be corrupt as police chief.

back in early 2018 or late 2017 i was buying something from a chef and he had his car next to us and a thief stole it and (before the bug i like to call "panzerschreck cars" happened) the thief unlocked the car, drove it and crashed right on spot, prob the funniest thing for me since
