Service [Forums/UCP/TeamSpeak/Stock Exchange/Etc]: Warnings Page Banner
Description: When on the SteamID Finder page, there is no banner, it is just black where the banner should be.
Bug observed since: Today (10/03/2019) @ 23:33

Steps to Reproduce: go to: The SteamID Finder page and look at the banner
