Description: When player attempts to put on a Stolen Police Uniform, and accidentally move within the 10seconds to put it on, they are prompted with the "15 hour cooldown" despite not actually using the uniform. A simple fix would be to make sure the cooldown checks for the model being set, instead of the item being used.
Bug observed since: Yesterday

Steps to Reproduce: Put on a Stolen Police Uniform and move whilst putting it on and then attempt to put it on again.
