Description: 
The rollover on the rule page (https://limelightgaming.net/derma/rules.php) is not the same to the pages such as the home page (https://limelightgaming.net/forums/index.php) and others.

Bug observed since:

@"Mr Hallowed", what browser are you using? This might be caused by your browser not supporting certain CSS properties, this should be able to be fixed if it is a browser compatibility issue.

Scratch that, it appears to be an issue in general. I think the CSS might've been messed up a little by accident.

Fixed. <!DOCTYPE> declarations breaks the page for some reason.
