There's rumours of a male, dressed in a black jumper, bandana covering his mouth with a spectral glow. When he's present, a unnerving fog tends to surround the city and it's outskirts. Sighted in Rockford late this evening, he systematically taunted officers, law enforcement officials and certain citizens associated with the government with riddles. If the riddle wasn't solved on time, correctly or not at all, then he would proceed to kidnap a citizen and demonstrate his anger with the city by murdering them with a knife. Once he's done taunting, murdering or has just appeared to someone, he forms a cloud of smoke around him to disguise his escape. Why the spectre does what he does isn't known entirely, but it's rumoured that he isn't happy with the city and how it's being handled and won't stop until change is made.


His riddles can vary in difficulty, but if they aren't answered properly, then you best hope you have those you care about close by, because he'll be taking them - and he'll do whatever trickery is needed to ensure success. Keep your eyes open, and watch out. He watches you all.
