I wouldn't consider that an insult in context.

1st situation: "Nice arrest babe" being responded to with "shut up freak" isn't really something you can report over, considering your already pushing it there by the sarcastic remark at the end.

2nd situation: That's something that even I would say. I don't find one instance of someone saying "fuck off" grounds to punish someone for insulting.

If you have further evidence that shows more than what your showing, then feel free to post another PR.

EDIT: Equally, telling someone they aren't welcome and to grow up isn't helping the situation, and will be warned for in the future.
