Explain your suggestion, in detail: Whenever a police officer activates their emergency button with /panic a sound effect will play and their text chat will become more noticeable. Once the emergency button is pressed any message sent by an officer through text will be like this for 15 seconds:

(Radio) (Priority): Marcus Johnson: Shots fired, send help!
 
However there would also be a way for anyone in the vicinity of the officer requesting help to know. Once the officer does /panic it will do a /me presses their emergency button.

Explain why the suggestion should be implemented: Most police radios in the world have the feature to alert other officers like this one (Go to 1:00):
With this it would very clearly alert other on the frequency that there is help needed. And if the officer needs to send their message through text chat it will easily be noticed.

Definitely a +support. It's realistic, however, without a dispatch, such 'clear comms' can't be followed much.
IF we are going to negate any /radio messages to whatever officer's personal alarm is going off, it shouldn't be 15 seconds, but it should be like 5-10 seconds. The alarm should go on for a good three to five seconds.

If this will be approved and worked on. Either the sound in the video posted by OP or, for example, this sound could do (skip to 0:17 seconds for the actual sound):

I am aware of the whole 5-10 second hot mic thing. I said 15 seconds to allow all users to get one or two text chats in radio through (in the event it is a slow typer who has activated the panic button).
