Explain your suggestion, in detail: Allow the following:
For Police Chief
/objective will open a menu where there are two boxes: Title and Description. From here, the Chief can type in the PD's objective and title it whatever they wish (S.O.P's, Policies, Objectives, etc.) and can be viewed by any officer who enters their cruiser (It will be the objective window in the top left).

For the Fire Chief it will be the same for Paramedics and Fireman.

The only thing that would change is that when we DO get a new Police Database, the Chief will need to type it in the Police DB, where when it is sent to all officers, a ping can be heard from officers that tells them to check their Police DB for an update on their objectives.

Explain why the suggestion should be implemented: Just allows for common rules to be on 24/7 that the superiors want instead of having to repeat themselves. Hopefully when we get a new Police DB, then it will feel a little bit more realistic.
