Details: Add a system that lets you wireless-ly transfer money in people's accounts
           Make it so that police can trace wired money to people
Why: If someone's holding a lottery and you want to pay them, it gets really annoying travelling half way across the map to meet them, only to discover by the time you made it, they timed out. This idea could improve passive RPs that involve constant transportation (e.g. meals on wheels, UPS and the likes) as they then have a means to keep moving whilst making sure they get payed in advance. You could also add a message to the wiring e.g. "Can I get my parcel sent from Town Hall to Mesa apartments, I just sent you $200 pre-payment" "here's $1,500, can I get some Chinese food?"

By adding a way for police to trace wired cash, it means it won't spoil the risks of Criminal RPs as they would be better off exchanging cash in person to avoid connections being made between dealers and customers. THe function could be done on the PoliceDB or do something like "/wirelogs" and it gives out a log that you can search for certain names. Then payments could be used as evidence in court, whilst also people can be money launderers who make payments for people to throw police trails off of their clients.
