Explain your suggestion, in detail:  
Remove skin changer from Inner shell 
Replace it with Car HP
And copy it to outer shell

Explain why the suggestion should be implemented:
  • Skin changer is unrealistic because in a middle of a chase you can just change the skin
  • The amount of ramming that's happens at inner shell for car HP
  • If there is a RP event are inner shell it's blocking car HP and people start kicking off and driving through road blocks.

  • Points stated in OP
  • Gives mechanics more of a role, people will need to rely on them to change their vehicle which is more realistic
I do think the outer shell should have a HP spot, though
