Description: Anyone can disable a fire alarm, not just the owner.

I believe it's intentional, as if you want to torch a business you'd want it to burn for long times hence disabling the fire alarm

It didn't used to be this way, it was done by owner to prevent people constantly coming in and disabling the fire alarm.
