Honestly, the reduction is pretty unfair. While half time on a 5 minute arrest isn't too bad, half time on a 15 minute is brutally unbalanced. I wish this server would pick up a karma system. That system determines your arrest time based on how "good" or "bad" you are. You start off at 50 when you join, as you perform "good" tasks (in my experience it was arrests and selling food) you got 2 positive karma. Would take out selling food and add in revives and fire fighting. Bad tasks took away 3 karma, (murder, doing drugs, taking money out of contraband). At 50 karma, your arrest times were exactly what they were set to be. At 100 karma, they were reduced 50%, at 0 karma they were doubled.

They also used the HHH hit system so when you were in red karma (0-25) your name was added to the "lottery." Every server tick (5 ish minutes) the HHH would take one name from the bad karma pool and add it to the active hits list with a randomly (from a range) assigned price.

Combined, those systems made it to where regular people whom weren't breaking the law repeatedly, didn't go to jail for nearly as long, where as career criminals would go away for longer and longer each time.
