Police
Replaced 2011 CVPI with 1998 CVPI.
Replaced 2010 Taurus with 2013 Taurus.
Replaced all liveries with a set of 8 liveries.
Replaced lighting for all vehicles except for FPIU and 2013 Taurus.

EMS
Replaced C5500 with Morgue Van (due to incompatibilities with photon).
Replaced E350 with Medical Tahoe (as above).
Replaced Lighting on F350.

Fire
Added Ladder Truck
Added Heavy Rescue Truck
Replaced Fire Engine with Perryn's Engine 32.

Fire Chief
Added Fire Chief's Crown Victoria.

Commands
Changed /broadcast so that the Fire Chief, Police Sgt and SWAT Sgt can broadcast their own messages to the city.

Entities
Added Panic Button (2 REP, 5k each, 2 maximum)
Added REP Scaling Panic Button Limit (2 max with 2 REP, 3 with 4 REP, 4 with 6 REP)

Other
Added Emergency Lighting to the market (under vehicle supplies)
Amber lighting may be used freely (though may be restricted through laws.)
Red/Blue lighting requires a LEO pass.
