Description: It seems that a new system in place to stop specific jobs from fishing has currently stopped any citizen from fishing. This can be reproduced by trying to fish as a citizen, although I'm not sure if this is the same with chef.

There was 2 changes I made
1 was a simple inventory space check
Other was fixing some wrongly written code were there was suppose to be only chef and citizen I think who could fish

Altho from what I remember citizen was suppose to be allowed to fish still.

Confirmed by @Pinky and @"Rocket". This is ongoing and they were both citizens.
