The two chauffeurs that Macca and The Muffin Man are killing killed some members of our cartel which they were a part of, the others I have no idea. I was killed by them further down the road.

Mike already been punished.
Penny already been punished.
Broken Frog Dispenser will receive a permanent warning about standing on injured bodies and a weapons blacklist from further log-based investigation on the server.
Mustoman will receive a weapons blacklist from further log-based investigation on the server.
Macca will not receive punishment as it was entirely in self-defense from logs and the story I gathered.
Insufficient evidence of Muffin Man doing anything wrong.
