Summary: Me and my partner were attempting to pull over a Dodge Charger for minor traffic infractions and were going to give him a fine, once we had done so. However, he decides to get out of his car, pull out his pistol and then open fire at our vehicle for an unknown reason. I press my panic button, hop out and returned fire and so does my partner. The perp then goes behind his car and goes prone onto the ground (Then putting away his weapon, which me and my partner both do not notice immediately) I run around the right of the car and my partner goes around the left and I shoot my shotgun at him whilst he's prone. I then noticed he's not got a weapon out and tell my partner to "Hold fire! Hold fire!" Which he does. The perp then says "I surrender", when he notices 2 armed police, and we aim at him telling him to put his hands up. Instead he, out of the blue, pulls out his pistol and opens fire on my partner, resulting in his death immediately.

Evidence: NOTE: For some reason during rendering, the audio seemed to have failed so there's no audio in the provided clip. However, it does show the rules being broken regardless. Thanks:

At 0:24 Tom had two shot guns out at him, when he should have surrendered but took his pistol out when two shotguns were being pointed.
