Yes, guns are loud in a firing range or in the near vicinity. But if you are on the top floor of a skyscraper and you can hear a gunshot at the hotel as if you are right there, the volume is to high. The height and insulation of the building would muffle the noise, you could hear it, but at a whisper. It shouldn't make conversations unhearable at that range.

Yeah, numerous times. In fact I've shot hundreds of bullets with a kalashnikov based assault rifle in different environments.

However, the point is that sound intensity dampens at a distance which isn't the case on this server. Some random minges shooting each other on main street ruin my role plays everywhere in the city, even indoors.

It's not fun to play when the main street in the city is a constant firing range and shotguns tend to be very common here and they're loud af - I don't want this to continue like this.

While I partly agree (thus Neutral  Angel ), I think this is part of a larger problem with guns being so easily obtainable.
Heck, make them cost 50-100k each (thus around 250-500k per shipment) and we would be sure to see a difference. Maybe pistols would also make a comeback as a decent alternative due to the cost increase.
There really isn't a great need for everyone to run around with 20 shotguns in their backpack because "hey, it's useful".
This would of course also require the police to have a decrease in arsenal (only pistols, and maybe a less lethal version of the shotgun as part of a riot kit or alike.)
This would decrease the aggressive RP overall which I would personally find great, and make it feel a bit more "real" when there actually is a stand-off between say the mafia and the SWAT team.
