Summary: He broke fearrp, 2 guys aimed a weapon on his back and then he just turned around while having handcuffs out and then he taked the shotgun and killed them. (Only the first 1-2 Minutes matter)

The accused player's (STEAM_0:1:165108038) actions have not been found to be in violation of our rules as handcuffs are still classed as an item that require FeaRP to be followed. Therefore switching to his shotgun does not violate the FearRP rule.
