Title: Save All Custom Civilian Cars

Description:
Make all customized civilian cars be able to be saved/parked.

Why?:
Because it should be a thing by default.

I could be mistaken, but I do believe that this was intentional to keep the Mechanic job useful. If everyone has their vehicles saved, there comes a point where the Mechanic would have nothing to do.

But only for civilian vehicles.

98.6% of modified Government Vehicles are horrible, and the person responsible should be shot. Not allowing those customizations to be saved makes it easy for me, as a Sergeant, to tell one of my Officers to turn in their vehicle and get a different one- One that isn't camo with 3 Bullbars, a roofrack from Mad Max, roof lights made out of Stadium lights, and more ALPRs than Great Britian has cameras.

As for Mechanics never having anything to do, people still like to change the look, and a lot of people don't bother to change their vehicle looks now because it will just be reverted when it despawns.

It deters people from using the mechanic because they will pay a few hundred dollars and spend time explaining to the mechanic how to change bodygroups, just for it to be wasted when you disconnect not long after.

I remember this conversation before.  From what I understand it is nothing more than a running database, a series of numbers set for each of the vehicle's body groups that are assigned for each player that owns the vehicle.  Changing the Body Group just changes the number.
